Jill Carter

Jill E. Carter is a native of Utah residing in Salt Lake City. Jill is the Director of Leadership and Organizational Development for Intermountain Healthcare. Jill has been with Intermountain Healthcare for 4 years. Prior to Intermountain Healthcare, Jill was the Director of Human Resources for Dominion Energy, formerly known as Questar Corporation, a natural gas-focused energy company and she was appointed as the Salt Lake County Director of Administrative Services in 2013. Prior to her employment with Salt Lake County, Jill served as the CEO and Principal Consultant of Carter Consulting in HR for 35+ years. Jill’s areas of expertise include leadership development, leadership and organizational change, workplace diversity and inclusion, organizational dynamics, employee development, employee engagement, teams and teaming, collaborative problem solving and total rewards including compensation. Jill’s experience is broad ranging from healthcare to energy to banking to government and non-profits. Jill loves people! She is a relationship builder and enjoys honest, direct, friendly relationships with many diverse people. She is a learner at heart and is drawn to the growth and development of others. Jill has a master’s degree in public administration and a bachelor’s degree in political science from the University of Utah. She is certified as an SPHR in the HR industry.
